How does it work?

People naturally reciprocate (in this case get back to you) if they are given something first.

Reciprocity is so strong that we’ll often say “yes” to a request after somebody has helped us, just not to feel the sense of guilt that comes from refusing to help.

How to implement it to sell more? See below…

Stop using: 

“Following up on our previous conversation” or “Checking in”

Try this:

“I just came across this article about the topic we discussed, thought you might find it useful...”

Not only they will feel much more obliged to respond, but you've given them something first and you already know how powerful that can be.
